that, the Odisha&amp;nbsp; State Government today approved a proposal to increase reservation for women to 50 percent &amp;nbsp;in panchayats. &amp;nbsp;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;President Pratibha Patil's announcement of the 100-days agenda of the government in June had mentioned the intent to provide fifty percent reservation for women in Panchayats.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;Article 243(D) of the Constitution to enhance reservation for women in panchayats at all tiers from the current one-third to at least 50 per cent. &lt;span style="line-height: 115%;"&gt;The 73rd and 74th Constitutional Amendments have accorded Indian women a scope for political representation.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;At present, out of the total elected representatives of panchayats, approximately 28.1 lakhs, 36.87 per cent are women. font-size: small;"&gt;Two teachers, including the head master of a sevashram were arrested for allegedly raping and sexually exploiting four girl students of Badoamboda sevashram of Kosagumuda block, Nabarangpur dist., Odisha. While one is head master, another is a gana sishya (a teacher) and husband of the lady cook-cum-attendant.&amp;nbsp;&lt;/span&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;The victims were subjected to medical examination and one of them was found to be pregnant.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;The sevashram, run by the State SC and ST welfare department, is situated at a distance of 55 k.m. from the dist-headquarter. The strength of the ashram is around 300, including 240 girls.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;Sources said that many girls are exploiting by them and not speaking out of fear. The Dist. Collector and the State Government have to take immediate action against those teachers. &lt;/span&gt;&lt;span style="font-size: small;"&gt;Otherwise no girl can dare to stay in any ashram in future. Besides, health insurance has also been extended to more than 20% of the Indian population covered by the NREGA (National Rural employment Guarantee Act) program. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;But the &amp;nbsp;annual survey presented in parliament said: "Almost 29 percent of the existing health infrastructure is in rented buildings. At first they were kept at a children’s home in Bangalore and were finally handed over to their parents.&lt;br /&gt;&lt;br /&gt;That children were taken to Visakhapatnam and handed over to Gandhi. Gandhi escorted the children to Bangalore. Police have arrested Gandhi. &lt;br /&gt;&lt;br /&gt;In October 2009, 12 girls of kolnara block were rescued from the clutches of Kerala agents and handed over to their families. It is a major day of global celebration for the economic, political and social achievements of women. In some places like China, Russia, Vietnam and Bulgaria, IWD is a national holiday. The first IWD was run in 1911.&lt;br /&gt;&lt;br /&gt;The status of women in India has been subject to many great changes over the past few millennia. From a largely unknown status in ancient times through the low points of the medieval period, to the promotion of equal rights by many reformers, the history of women in India has been eventful.&lt;br /&gt;&lt;br /&gt;The Constitution of India guarantees to all Indian women equality (Article 14), no discrimination by the State (Article 15(1)), equality of opportunity (Article 16), equal pay for equal work (Article 39(d)). In addition, it allows special provisions to be made by the State in favor of women and children (Article 15(3)), renounces practices derogatory to the dignity of women (Article 51(A) (e)) and also allows for provisions to be made by the State for securing just and human conditions of work and for maternity relief. More than 75 million children continue to suffer from malnutrition because of equitable distribution system and the withdrawal of the public distribution system.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;The Fifth Five Year Plan (1974-79) saw&amp;nbsp; the government's focus was on child welfare through the promotion of basic minimum services for children after the launch of the Integrated Child Development Services, 1975. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;As against 18.9 million in 1997, the ICDS in 1999-2000 reached approximately 26.5 million children below the age of six. It has been adopted as the primary component in development strategies and most development programmes have made the self-help group the central unit of community mobilization.&amp;nbsp;&lt;/span&gt;&lt;/div&gt;&lt;div style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;SHG’s encourages activities that directly improve the living standards of poor and women, SHG encourages active decision making by members with in thrift and credit frame work. This will result in their greater involvement within the family, socially as well as politically.&lt;/span&gt;&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;/div&gt;&lt;div style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;In the matter of school education, enrollment ratio shows 87.8 million girls against 98.2 million boys in elementary classes. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;Now female literacy grew by 3% higher than male literacy and illiterate women were 190 million in 2001 against 200.7 million in 1991. Mean age of marriage increased from 15.5% in 1961 to 19.5% in 1997 but 44.5% of women were still married off by the age of 18 years.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;span style="font-size: small;"&gt;The 11&lt;sup&gt;th&lt;/sup&gt; Tribals are mainly concentrated in Andhra Pradesh, Chattisgarh, Odisha, Jharkhand, Gujarat, Madhya Pradesh, Rajasthan, Maharashtra, West Bengal, North-Eastern States and North-Western Himalayan States.&lt;br /&gt;&lt;br /&gt;The small, marginal, fragmented, unirrigated and mono crop agriculture holdings and low productive livestock population do not offer adequate opportunitiesto to the tribals. Tribals in remote areas are still devoid of common infrastructure facilities of road and communication, health and education and safe drinking water, which do not allow&amp;nbsp; them to absorb technological and financial facilities provided by government.&lt;br /&gt;&lt;br /&gt;So for their All Round Develpment,&amp;nbsp; In 1972, Tribal Development Directorate established for effective implementation of&amp;nbsp; Tribal Welfare Schemes.&amp;nbsp; In 1976 Tribal Development Commissionerate was established for All Round Development of Tribal. In 1984 separate Tribal Development Ministry was established to strengthen the Tribal Development Department, Directorate was merged into Commissionerate in 1992.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;The comprehensive Tribal Development Approach involves the following&lt;br /&gt;components&lt;/b&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Orchard development (fruit/ plantation/herbal crops &amp;amp; forest plants) as the core componen&lt;/li&gt;&lt;li&gt;Soil conservation in the wadi&lt;/li&gt;&lt;li&gt;Water resources management (conservation and use)&lt;/li&gt;&lt;li&gt;Sustainable agriculture&lt;/li&gt;&lt;li&gt;Human resource development (community development)&lt;/li&gt;&lt;li&gt;Women development - A special emphasis is given for involvement of women in all spheres ofthe programme.&lt;/li&gt;&lt;li&gt;The components include drudgery reduction measures, on-farm and non farm income generating activities and self help groups for inculcating thrift and credit habits.&lt;/li&gt;&lt;li&gt; Community Health&lt;/li&gt;&lt;li&gt;Micro-enterprises for landless people&lt;/li&gt;&lt;li&gt;Processing &amp;amp; marketing&lt;/li&gt;&lt;li&gt;Other auxillary components to dovetail with above activities.&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;b&gt;Objectives of Tribal Development Approach&lt;/b&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;To promote sustainable participatory livelihood programmes&lt;/li&gt;&lt;li&gt;To take up promotional efforts such as capacity building, exposure visits, training, developing literature, sensitization programmes etc.&lt;/li&gt;&lt;li&gt;To implement sustainable livelihood programmes&lt;/li&gt;&lt;li&gt; To support promotional activities for micro-credit, promotion of SHGs, Income&lt;/li&gt;&lt;li&gt;Generating Activities for land-less, SC / ST communities and other weaker sections of the community&lt;/li&gt;&lt;li&gt;To support activities related to development of tribal market&lt;/li&gt;&lt;li&gt; To support other relevant activities as approved by NABARD&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;b&gt;Participant Groups (PGs)&lt;/b&gt;&lt;br /&gt;The core activity will be a family based programme and will be undertaken by the member of&lt;br /&gt;tribal family. In &lt;st1:place w:st="on"&gt;&lt;st1:country-region w:st="on"&gt;India&lt;/st1:country-region&gt;&lt;/st1:place&gt;, micro-Finance scene is dominated by Self Help Groups (SHGs). Micro-credit involves lending in groups (originally of five members) who were jointly responsible for the loan. It required repayment in small periodic installments, over a relatively short period. It lent not only to farmers but also to rural laborers, petty traders, and most importantly to women.&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;Banks linkage Programme, aimed at providing a cost effective mechanism for providing financial services to the 'unreached poor'. In the Indian context terms like "small and marginal farmers", " rural artisans" and "economically weaker sections" have been used to broadly define micro-finance customers.&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;The Finance Minister of &lt;st1:place w:st="on"&gt;&lt;st1:country-region w:st="on"&gt;India&lt;/st1:country-region&gt;&lt;/st1:place&gt; on &lt;span style="color: #333333; font-family: Arial; font-size: 9.5pt;"&gt;Jun. 20, 2008, &lt;/span&gt;launched a micro credit scheme to provide loans at low interest rates to the slum dwellers. The scheme is supported by a slew of state-run banks and Life Insurance Corporation of &lt;st1:place w:st="on"&gt;&lt;st1:country-region w:st="on"&gt;India&lt;/st1:country-region&gt;&lt;/st1:place&gt; in collaboration with an NGO, ‘Asha’. &lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;Micro-credit schemes and institutions which provide soft loans to women have become a critical tool in development programmes aiming to empower women. This study therefore investigates women's economic empowerment in relation to micro-credit schemes&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;The significance of the Grameen Bank and other micro credit experiments was that they countered this axiomatic belief by showing that even formal financial institutions could provide loans exclusively to the poor and still be assured of repayment. The treatment is free of cost,”.&lt;br /&gt;&lt;br /&gt;India is among the countries with highest number of leprosy patients in the world. According to latest figures there are 292, 730 patients on record accounting for 2.74 leprosy patients per 10, 000 people.&lt;br /&gt;&lt;br /&gt;As per WHO standards the ‘elimination level’ is less than one person per 10, 000 people. Indian states with more than five cases per 10, 000 are &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Bihar&lt;/span&gt;, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Chhattisgarh&lt;/span&gt;, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Jharkhand&lt;/span&gt; and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Odisha&lt;/span&gt;. Farmers suicides in Odisha raises to 19 during the past four weeks and a majority of them belonged to Western Odisha. Till now as many as eight farmers have taken their lives from Western Odisha.&lt;br /&gt;&lt;br /&gt;Farmers’ leaders from different parts of the State under Utkal Rajya Krushak Sabha (URKS) staged demonstration. Development generally implies some sort of advancement in positive direction. Though the progress was achieved in agricultural, economic and industrial front, development on the other side has pushed indigenous people and weaker sections of society into poverty and backwardness.&lt;br /&gt;&lt;br /&gt;In the process of &lt;span style="font-weight: bold;"&gt;Displacement&lt;/span&gt;, it is the poor more particularly the tribal who bear its brunt most at all. The dislocated of the life of the poor is total stripped off their possession, they are compelled to move out side in search for livelihood to unknown destination.&lt;br /&gt;&lt;br /&gt;Though millions of people have been displaced by various planned development schemes since Independence, no reliable data exists on the extent of displacement and rehabilitation. The estimate of total number of people displaced by planned development intervention from 1951-90 ranges from 110 lakh to 185 lakh, which has increased to 213 lakh in 2001.&lt;br /&gt;&lt;br /&gt;According the national record 25.5 lakhs of people have been displaced by mines, 12.5 lakhs by industries, 164 lakhs by large and medium dams, 10 lakhs by park and wild life operation etc. The backward communities more particularly the tribal regions and tribal people are most affected in this process of development.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Principles relating to protection from Displacement&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;  1. A specific decision shall be taken by the State authority empowered by law to order such  measures&lt;br /&gt;  2. Adequate measures shall be taken to guarantee to those to be displaced full information on the reasons and procedures for their displacement and where applicable , on compensation and relocation&lt;br /&gt;  3. The free and informed consent of those to be displaced shall be sought&lt;br /&gt;  4. The authorities concerned shall endeavor to involve those affected, particularly women. In the planning and management of their relocation&lt;br /&gt;  5. Law enforcement measures, where required, shall be carried out by competent legal authorities&lt;br /&gt;  6. Due to crop failure and lack of any governmental facility, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Kushadhwaja&lt;/span&gt; hanged himself in his house on Sunday night.&lt;br /&gt;&lt;br /&gt;He was not able to even arrange Rs 500 to open his account to facilitate payment of funds under Indira &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;Awas&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;Yojana&lt;/span&gt; allotted to him. He could get only 27 days of work payment within last one and a half years under &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;NREGS&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;This is the second case of farmer’s death in the past few days. One farmer died in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;Chikiti&lt;/span&gt; on Sunday and it was attributed to heart failure. At the same time, at &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;Kusamdihi&lt;/span&gt; village in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;Jhankarpali&lt;/span&gt; Gram &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;Panchayat&lt;/span&gt; of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;Rengali&lt;/span&gt; Block, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14"&gt;Surendra&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;Dhurua&lt;/span&gt; (35) tried to commit suicide on Monday by consuming poison. He is battling for his life at a private nursing home. The farmer has been identified as &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Sunil&lt;/span&gt;&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Sutar&lt;/span&gt;&lt;/span&gt; from &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Murtum&lt;/span&gt;&lt;/span&gt;a-6 village under &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Umarkote&lt;/span&gt;&lt;/span&gt; police station area of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Nawrangpur&lt;/span&gt;&lt;/span&gt; district. His body was recovered from a paddy field.&lt;br /&gt;&lt;br /&gt;He had a debt of Rs 40,000 and could not repay the loan he had taken. According to Police c&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;rop&lt;/span&gt;&lt;/span&gt; failure due to irregular rainfall and loan burden is the cause of his suicide.
